hey Dave,

generating midi clock messages while stopped is very common - my 
Electribe does it, for a start. if anyone is interpreting the MIDI 
clock stream, i think they had better take full notice of whether the 
clock is actually running (ie started or continued, and not stopped) 
before doing anything with those clocks!
