Pretty neat. Looks like a full-wave version of the standard pulsed 
voltage multiplier / charge pump, similar to that used to derive the +/- 
  supplies in chips like the MAX232. I'm guessing the image above is 
missing the output filter caps though.

Neat thing about these is you can stack them on top of each other for 
multiple stages - similar circuits were (are?) used for the HV ignition 
voltage in HeNe laser power supplies to get a couple kV from a ~100V AC 
source.
