Looks like a pre-programmed microcontroller.

Coding for this type of application is fairly trivial but if the blank
uC costs, say, $5, how much development do you want to put in for the
remaining $11?

So, I'd agree with Paul.  If I were doing it, I'd probably code it up
myself but that's because I LIKE doing this.  For those who want a
module that "just works" this looks good value-for-money.
