You can read the wording in the original draft spec that way (as you 
may know the draft version of what became the 1.0 spec is available on 
the net, while the official spec documents need to be bought from the 
MMA).  However I've looked around on midi.org to find that they've 
clarified the situation as follows:

"Active Sensing. Use of this message is optional. When initially sent, 
the receiver will expect to receive another Active Sensing message 
each 300ms (max), or it will be assume that the connection has been 
terminated. At termination, the receiver will turn off all voices and 
return to normal (non- active sensing) operation."

This covers your scenario.
