I think you'll want to do the former otherwise you'll loose resolution 
when a knob is turned slowly.  A bit of hysteresis helps to avoid jitter 
(is that the right word? - I'm jumping back and forwards between nearby 
values) due to electrical noise, ADC inaccuracy, etc.
