I live in Canada and I've never had "late" tax bills from Allied
(Cancon service,) Digikey (and now Mouser ) with this service. It
seems that they are internally handling the brokerage. I had figured
the US Canada free trade agreement was responsible for this. All the
above companies do charge the required Canadian GST and PST.
I did ask Allied what their service called CANCON was. Here's their response:

Cancon is our custom cleared with no broker fees. It is shipped to you
direct from our warehouse in Texas.
The cost is $12.00 to ship to you.
