The timing caps are C1, C2, C3 (.0047). You could make those bigger. But
better would probably be to work through the control current. You could
use an audio taper or a 10-turn pot for the rate control. Or you could add
a "fine" rate control, say a small pot in series with the rate control. Or
you could drive the rate from a standard expo converter with coarse and
fine controls.
