Thanks. Well it does sound confusing and only part of their website is
in English.
The top line price of 4.62 for the IC's has been discounted 19% from
the price listed on their site then added back at the bottom. Not sure
if this helps (there seem to be no VAT-ID) but here's what the basic
invoice says:

Sub-Total: 19,41€
charge for paypal: 1,58€
German Post (Dispatch to CA: (1 x 0.1375 kg)): 8,50€

MwST 19%: 5,60€
Total: 35,10€
