This is indeed unusual, but from the little information on their 
website I would guess that they fall under a special provision for 
small businesses with yearly revenue limited to some rather small 
amount.  If so, they are exempt from handling and charging VAT for 
their own margins and thus are required to push on any VAT charges 
they received from their own vendors to their customers (that's an 
oversimplification, but translating the original tax language into 
english would probably not make it better).  What should happen when 
they export is beyond my knowledge, however.
