Could I make so bold as to compare this to the ETI 4600 synth VCA/RM
module, they are similar (but not quite identical).

The 4 quad modulator is AC coupled on both inputs, by DC coupling one
input (the CV in) it becomes a 2 quad modulator or VCA (could that be a
clue to your seeing a VCA-like behaviour?)

As for Ken Stone's article (http://cgs.synth.net/modules/cgsrr.html)
I had forgotten the old name of "twisted ring modulator" until I saw his
diagrams!

I'm not hearing strong sidebands that one might expect from a ring
modulator...it seems more like a VCA..

Any reports?
