OK, how about this for an idea?

Make front panel out of thin brass or copper.

Use PCB photoetch process (you can get photoresist that can be lamiated 
on) to etch all lettering, holes, etcetera.

Laminate onto plastic backing piece (colour that will show through the 
etched lettering holes.)

Lacquer or put transparent laminate on front.

Alternatively, you could use the etched sheet as a stencil and spray or 
otherwise paint through onto a solid panel.
