If there's also a control for amplitude, there's another option: slope.
If you have one control for amplitude and one for slope (aka rate of  
change) you control all aspects of the oscillator as well. Raising  
the amplitude with constant slope would lower the frequency. This  
might make sense in some applications. Say you would want to keep the  
slope of a vibrato oscillator (e.g. one semitone per second)  while  
varying the depth.
An old Kraftwerk piece ("Elektrisches Roulette") comes to mind.
