Funny, I also built a MIDI bass pedal with inc/dec footswitches.

On my pedal, the two footswitches increment/decrement the presets of  
the pedal itself. When a preset is invoked (by stepping on one of the  
switches) a arbitrary MIDI messages (up to 16 bytes) can be sent.  
These are mostly program change and bank select messages, which I  
select presets of my synth rig with.

Since the pedal itself has presets, a MIDI input is required to load  
the preset parameters via Sysex.
