I use the Irwin "Unibit" (USA) with a drill press.

Perfectly round holes in 0.062 - 0.125 inch (1.6 - 3.2mm) thick aluminum
panels. As an added bonus, the holes are automatically deburred when the
next "step" just touches the work peice.
