[sdiy] MIDI inc/dec program

Exactly the problem!

The bass pedals just scan the pedals and footswitches as a key  
matrix, debounce them, and send MIDI. I haven't even got a MIDI in.  
Consequently there's no way for the pedals to know what program the  
sound module is using.

I suppose if I were sending program changes, I could start from a  
fixed point (say Program 1) and then Inc/Dec from there. Still, that  
way pressing buttons on the sound module whilst it's controlled by  
the bass pedals is going to screw things up.
