[sdiy] MIDI inc/dec program

I've got a quick question for MIDI gurus amongst you..

I know there's a MIDI command for Program Change, and it seems to  
send the number of the required program. But many units have program  
increment/decrement buttons instead.

Is there an actual MIDI command for program increment? Can I do it  
without knowing which patch I'm on now? Obviously if I do know, I can  
simply increment the number and then send a standard program change  
message.

I'm asking because I spent the weekend making a set of MIDI bass  
pedals, and I'd like to add program inc/dec using footswitches on the  
top.
