I salvaged a bunch of 25 x 35 cm drawers which I filled with bins
made by cutting off the bottom end of bottles of mineral water.
The rounded corners are ideal for pulling small parts out.

Zip lock polyethylene bags are good too. They're cheap (one
thousand for 10 EUR). The contents don't spill out if you drop the
drawer. They probably keep RoHS parts solderable longer. You can
achieve very high densities by filing the bags upright in diskette
storage box fashion.

For an ultra-cheap version, remove the top liner of a piece of
corrugated cardboard to expose the flutes and line the bottom of a
shoe box with that.
