Actually, coaxial means that the wire and shield share the same geometric 
axis.  The shield is not always grounded.  For example, in instrumentation 
work it is commonly used to carry a guard voltage.

My experience is that for sdiy work it is usually fine.  The main advantage 
over coax is that it is easier to do.
