According to Simon Gatrall quoting EIA-STD-310-D, the horizontal
space between the rails is supposed to be at least 450 mm and the
screw holes are supposed to be on 465+/-1.6 mm centres.
Suppose the MKS-7 is W mm wide. Ideally, the ears would be exactly
(482.6 - W) / 2 mm wide. The maximum width is (482.6 - W) / 2 mm
or more, depending on the construction of your 19" rack. The
minimum width would be around (466.6 + D) / 2 mm where D is the
diameter of the head of the screws.
Elongated holes are not easy to make. The easiest is probably to
drill a 6.5 mm or 1/4" round hole and "open" it with a saw. Like

There should be 463.4 mm or less between hole centres.
