pcbcart.com has treated me well.  Not good for low quantities as there is a
setup charge but still prices out pretty well Q5.  At Q20 the prices are in
the "why so cheap?" range.

I did a 1.75"x14" board, Q20 for $200 delivered which works out to around
40cents/sqin for the entire order.

They offer several different colours and they do take eagle files.
