There is a Linux-based toolchain for the dsPIC:

It's kind of old (2004), but since MCHP's C compiler is based on GCC it 
may be possible to bring it up-to-date. This can probably be compiled to 
run under MacOS X as well.

The main difficulty is getting a download/debug capability for a 
non-WinXX platform. Here's one:

Also fairly ancient.

Note that I haven't used either of these.
