I don't know if Elrad is the German version of ETI or if they just published some 
projects of ETI additional to their own projects. I never saw a complete original ETI magazine...

Also other magazines published some instruments from other magazines.
For example the Austrian Magazine "itm Praktiker" published the drum synthesizer "SYNTOM" 
and "SYNCHIME" some years ago.

Some years later I saw scans from Electronics & Music Maker and the drum synth looked the same...
