Whilst it probably won't satisfy the needs of someone starting off in the 
world of oscilloscopes, a possible DIY solution (handy as a general purpose 
waveform monitor) could be this circuit:

I found the links because I have recently found a number of LM3914s which I 
plan to build into some eurorack modules, one of which will be an 8x8 CV 
matrix and another may be a small LED CRO as per the above.
