But how? The 74C922 requires the switches arranged in a matrix, and a  
12 way 1 pole switch has one common contact for all 12 switches.  
Perhaps a 12 way 2 pole rotary switch "back to back", with the two  
common contacts connected, to emulate 12 individual switches?

But using this IC would probably simplify the elektor circuit Florian  
mentioned.
