I completed the PCB but hadn't tested it as yet.  But just to try,
I powered the otherwise unconnected board with 15V just now.  It doesn't
run hot at all.  Chips running hot are usually a sign of power
reversal, so either you have -15V and 15V reversed (or swapped with GND),
or the TL074s are the wrong way around.  Assuming you're using Ray's
PCB, little else can cause them to glow...
