[sdiy] MFOS quantizer

I just built 2 MFOS quantizers at the same time and they both do not  
work. When I plug them in the TL074 IC gets hot. It's the same on  
both. I feel like since they are both malfunctioning in the same way  
I should be able to figure out what is wrong, but I just can't find  
anything.
There are no shorts on the board and I'm using the exact specified  
ICs (not low voltage ones). I'm powering the board with 15volts  
(instead of Ray's standard 12volts), but according to the schematics,  
that shouldn't be a problem. I'm using 1N4148 diodes instead of 1N914  
but I can't imagine why that would make any difference.
Have other people had problems with this circuit??
