Mirror does the trick, but then everything is, well, mirrored.
You can also use "Change Layer" on groups. Select a group, then
choose the change tool (the wrench), select "Layer..." and choose the
layer you want your traces to be changed to. Then do a ctrl-right-
click (cmd-right-click on Mac).
To swap two layers, say layer 1 with layer 2 you'd need three steps:
1. change the traces on layer 1 to layer 3 (turn off display other
layers first)
2. change the traces on layer 2 to layer 1
3. change the traces on layer 3 to layer 2.
