With my shears, no. Results may differ with different shears, different
thicknesses of board, etcetera. Best way to test is to do what I did -
take a piece of board to the shop and get them to let you try it out.

Sorry, can't help you there - everything I do is one-off, every board
pre-cut before I expose them. I wouldn't anticipate issues if there is
no copper on or close to the line of cut though.
