[sdiy] Using a metal shear to cut FR4/PCBs

That is called a Beverly, or throatless, shear. Named by/after the company that first sold it, the Beverly Shear Company. It will indeed cut FR4. Just make sure you get one that has replaceable blades; FR4 is abrasive and will wear the cutting surfaces. 

I've also used paper cutters, but they tend to wear out quickly.
