It may be possible to write a ULP to do it (don't ask me how - my manual 
still hasn't turned some 14 months after buying a license) but it's 
tricky because it means reversing every single component.

If it were me, I'd rename the .brd (in case I decided to go back to it) 
and start the layout over.  But then I wouldn't be worried which is top 
and bottom on a double-sided board.  What's the actual issue?
