In theory, yes. But the power dissipation of the 4069 would probably be 
too high. Running all six inverters in "class A" mode would make the 
chip run very hot. An additional reason against doing that would be that 
there would be some unwanted coupling between the VCOs. I.e. they would 
lock to each other.
