Give gEDA/PCB a try. My footprint libraries are at www.luciani.org.
There are variety of tools to help make libraries. It is easy to
script a variety of EDA task like footprint creation, symbol
creation and circuit replication.
I have a simple circuit example which is a remix of the draw + audio circuit.
