Yes, that Eagle 'feature' is a real nuisance.  Without the ability to 
copy and paste the board layout, to make more than one copy of the board 
at a time I have to run the CAM processor several times, changing the X 
and Y offsets.  Once the resultant PS files are converted to PDF, I then 
have to run the transparency paper through the printer for each of the 
PDFs to get my panelised board.

Sheesh, what a pain!  Added to the length of the process, after a few 
passes through the printer, the transparency starts to curl making jams 
likely.
