California is RoHS compliant as is Australia and New Zealand although for us
(Australia) it is not mandatory.
Nearly all semiconductors, resistors and capacitors are already RoHS and
have been for some years. Most common connectors and other items are pretty
much RoHS so it really boils down to the manufacturing/assembly process as
to whether a product or assembly is RoHS compliant.
