Ummm ... I believe if the frequency is low enough it is just an integrator, 
which turns a step into a ramp.  :-)

But if you want to smooth the steps out you would probably use a higher 
order filter, so you don't loose too much amplitude.

I've had my original ten-step VCO for about 35 years now, and I have almost 
never had trouble with too many harmonics.  Yes, interpolating or not is a 
matter of taste. But how do you know until you've tried it?
