No need to feel dumb - even Microsoft didn't get it together.
I don't remember the details, but in the multimedia API they confused
bars and beats. I think it was that the default division setting is
specified as 96 per bar, but in fact is 96 per quarter note. Or
something like that, it' s been a while.
