Copy-Paste is a cranky thing within Eagle (one of many!)
- within the Library do this:
Open a Package then use the Group button to select all items you want.
Once grouped you press Cut and click the little green Traffic Light at 
the top of the screen (GO) - this is the action that actually does the 
copying (weird, I know!)
You can now create a new Package (named as you like) and paste the 
copied parts into that. You can then edit this part.

Renaming and dealing with Libraries:
I don't know if you're getting confused between the different elements - 
Devices & Packages (I know I've been confused at times!)
I think you should be able to edit a package which is being used?!
But I often make several different packages within a device (eg - a 
TL074 device would have DIP and SO14 packages)
-- this could be done by the copying idea above, then change the pad 
sizes in the new version (named something different to the orig, of course)

Renaming is done within the Library drop-down menu but I've rarely used 
this so not sure what to advise!
Make sure you're using the Update Library options (again from Library 
drop-down menu) in both the Library and the Board.

Oh & to copy devices between Libraries --> open the Library you want to 
copy TO. Then locate the package you want to copy (within the Control 
Panel!) and right-click select 'Copy to Library'

Keep on experimenting and you'll get through just fine!
