Some good advice already. My little contribution:
- Decide what is important: the PCB or the component.
Assuming its the PCB, then snip the leads off the component(s) you are replacing so its as easy as possible to clean and prep the pads for the new component.
As Julian said ICs are tricky, but if you sacrifice the component for the board then either snip off each leg at the body using flush cutters, or use a Dremel and a slitting disc to cut off all the legs from the body. Then removing the remains of the legs is much much easier, and less likely to damage the PCB. Especially so for double-sided boards.
If you want to keep both PCB and IC you need the proper iron desoldering tip (looks a bit like a solid metal IC socket, and expensive) and lots of practice so you don't overcook the IC or the PCB.
