[sdiy] Free JPG-BMP to Autocad ver12-13 DXF converter... ?? ( 2 )

I forgot to specify 2 things:

My BMP/JPG input file will allways be black on white background (monochrome)
and the problem I always faced with some free raster2dxf converters is that
they only convert to center line vectors or contour lines vectors...
I need the DXF output file to have filled surfaces whenever they should.
I'm sure there is an utility software that takes care of all these somewhere... ???
