I just meant, if the delay time is, say, 0.5 seconds, I'd want the  
LED to light up once every half second. You'd achieve this by  
choosing a divisor equal to the product of delay time and clock  
frequency, or, in other words, how many clocks it takes to move the  
signal through the delay line. According to the table at the end of  
the PT2399 data sheet this must be something around 684000.
