The timing community uses a PIC for this purpose, and Tom van Baak has a 
design that several has cloned that does the trick... but from 10 MHz to 
100 kHz, 10 kHz, 1 kHz, 100 Hz, 10 Hz and 1 Hz. If only the PIC can 
handle 20 MHz the 10 Hz output would hit 20 Hz.

Boardspace is much better. Several people have retarget this design to 
similar PICs with good result.
