2^20 would be easy, but off by some 5%.
For true 10^6 divide, I'd use a divide by 2/4/8/16 followed by an MCU. 
Most MCUs have external timer input with builtin programmable divider. 
Some can even take 20 MHz input so you don't need the 2^N divider before 
the MCU.
