I've had a few problems with silk-screen positioning too - especially
for my front-panels that use PCB material. It tends to be ok for narrow
panels, but is often more of a problem for larger panels.
Having discussed such things with PCBCart (they're pretty great with
communication & help) it turns out that the silk-screens are position
*by hand*!
I had some problems on recent largish Touch-Panels and PCBCart have been
happy to remake several panels - generally they are good & responsive if
things aren't quite up-to-scratch.
There have also been a few panels with noticeable touch-ups (of
soldermask) and even a couple where the soldermask position was off -
but, again, these problems were well dealt with.
(I don't bother to complain for standard circuit PCBs as a little
deviation of silk-screen positioning is rarely a problem)
So, especially given the price and decent service, PCBCart are excellent
in my eyes.
