That stuff is a thick, woven plastic feeling kinda stuff.  It feels "harder"
then cloth, but is flexible.

In any case, I went to a fabric store and hunted down the ribbons of material
that are used to stiffen up cloth.  This is *usually* white and designed to
be sewn into collars and cuffs to make them stiff, however, you can also
find it in black or once you find the material in the store ask them to
order it for you.  Don't get the stuff thats designed to iron on to the
fabric to hold it in place, it has glue-like stuff all over it.
