[sdiy] uh oh-noise problems with NE571

SO
I had a polivoks filter on the breadboard.

on a separate area of the breadboard I built up a simple one side of a NE571 as an AGC.

all of a sudden, when I connect NOTHING to the Polivoks filter, I am getting crazy NOISE!!

if i disconnect the 571, the noise goes away

SO...i have bypass caps on the grnd and +V rails of the 571.

is there any other way to reduce noise in the lm4250's or in the NE571??
