IMO, that article is pretty limited in scope.  For my Teezer VCO I used a 
sync that resets the slave every time its phase is within a certain range 
of the master's phase.  This is similar to the system mentioned before that 
Scott Stites used (which, BTW, is not Renee's).  The range of phases where 
locking occurs is set by a panel control, which varies the sync from soft 
to hard.
