I assume he's referring to Walsh functions.  See here for a good

Basically, you take a set of easily generated digital waveforms, the 
Walsh function series, and then scale and combine them to synthesize 
approximations to desired waveforms, similar to summing the scaled sine 
and cosine harmonics to generate arbitrary waveforms via Fourier series 
techniques.
