Yes this the type of application that is very easy to implement with a micro
controller, in fact I believe the device is one relabeled with the software
loaded.

Made by Molten Voltage ( http://moltenvoltage.com/mvcart/ ) - this is an
8pin 'Tap-Tempo' chip -> tap the button to set the speed of the
pulsetrain output. Plus there's switchable Rate division.
Seems nice!
(sure it couldn't be all that hard to make a micro do this, but I never
got far into that world... anyways, this seems a not-too-badly-priced
design)
