I'd think, nowhere.

The reason resistor prices get cheap is they can sell them to you in
pre-measured packages.  Like Mouser and the Xicon 1%'s, Mouser buys them in
packs of 200, hence the low price.  Buying less requires someone to count
out my hand or machine, the quantity you need.

I just always buy 200.

You can also try Ebay for some occasionally good resistor assortments.
