I don't know zilch about the DW8000, but from the schematics it looks 
to me as if IC60 (MB62H133) is the phase accumulator (also providing the 
voice number for signal routing) and IC47 (MB64H129) does the final 
waveform addressing based on what is is generated by IC60 using the 
scratchpad memories (10x 74S189).

Do I understand that correctly, that *all* voices have one dead 
oscillator?

In that case, you might wanna check whether IC59 (74LS244) isn't blown 
(check VN0 line at pin 2 / pin 18). Also check IC58 (74LS244) whether 
the select (/S) and read/write (R/W) lines are working as expected.

However, since you say that transpose isn't working and IC60 also shows 
3 OCT signals, it might well be the IC60/47 pair.
